Abstract

Kemacetan lalu lintas di Jakarta tetap menjadi tantangan meskipun berbagai kebijakan seperti ganjil-genap, pembangunan infrastruktur, dan pengembangan transportasi umum telah diterapkan. Sebagai solusi, Pemprov DKI Jakarta mengimplementasikan teknologi kecerdasan buatan (AI) dalam sistem pemantauan lalu lintas melalui Network Operation Center (NOC) Intelligent Traffic Light System (ITS). Penelitian ini bertujuan untuk mengeksplorasi bagaimana kolaborasi antara pemerintah, sektor swasta (Google), akademisi, dan masyarakat (Quadruple Helix) dapat mendukung implementasi inovasi AI Green Light di DKI Jakarta. Metode yang digunakan adalah pendekatan kualitatif deskriptif, dengan wawancara dan studi literatur sebagai teknik pengumpulan data. Hasil penelitian menunjukkan bahwa model Quadruple Helix efektif dalam menciptakan solusi inovatif, dengan setiap aktor berperan penting dalam mengoptimalkan pengaturan lalu lintas, meningkatkan efisiensi bahan bakar, mengurangi emisi karbon, dan memperbaiki kualitas udara. Kesimpulannya, kolaborasi antar aktor ini tidak hanya membantu mengurangi kemacetan, tetapi juga menciptakan sistem transportasi yang lebih ramah lingkungan, aman, dan nyaman bagi pengguna jalan di Jakarta.
