Abstract

Penelitian ini menganalisis penerapan kepemimpinan transformasional dalam pengembangan kapasitas Korps Brigade Mobil (Brimob) Polda Sulawesi Selatan. Sebagai organisasi semi-militer yang menghadapi tuntutan profesionalisme dan risiko operasional tinggi, Brimob membutuhkan kepemimpinan yang tidak sekadar memerintah, tetapi juga menginspirasi dan mengembangkan potensi personel. Penelitian menggunakan pendekatan kualitatif dengan studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumen, kemudian dianalisis dengan model interaktif Miles dan Huberman serta diinterpretasikan dalam kerangka Transformational Leadership Theory dari Bass dan Avolio (1994) yang terdiri atas empat dimensi: pengaruh ideal, motivasi inspirasional, stimulasi intelektual, dan perhatian individual. Hasil penelitian menunjukkan bahwa pengaruh ideal terwujud kuat melalui keteladanan komandan dalam kedisiplinan, ketegasan, dan ketelitian administrasi yang menjadikan pimpinan sebagai panutan. Motivasi inspirasional tampak pada artikulasi visi melalui apel harian dan dorongan untuk melanjutkan pendidikan. Stimulasi intelektual telah berjalan melalui apresiasi terhadap inovasi anggota, meskipun ruang berinovasi sebagian besar berada di luar jam dinas. Perhatian individual paling menonjol melalui mekanisme konseling berbasis komandan, namun pemetaan kebutuhan individual secara terstruktur masih lemah.
