Optimizing Educational Asset Management after School Regrouping: Evidence from Koto Parik Gadang Diateh

The elementary school regrouping policy in Koto Parik Gadang Diateh District, regulated through South Solok Regent Regulation Number 45 of 2021, has generated significant changes in the structure, functions, and utilization of educational assets. This policy has resulted in several assets being repurposed or left unused, thereby creating a need to re-evaluate the effectiveness of educational asset management after the regrouping. This study aims to analyze the optimization of educational asset management following the implementation of the regrouping policy by examining the driving factors, inhibiting factors, and the alignment of asset utilization with community needs. The research employs a descriptive qualitative method. Data were obtained through interviews, observations, and document analysis. Data analysis was conducted using an interactive model, which includes data reduction, data presentation, and conclusion drawing.The findings indicate that the management of educational assets after the regrouping has not been fully optimized and remains uneven across areas. Several assets have been left idle, and asset repurposing has not always been based on an analysis of local needs. The driving factors for optimization include planned asset repurposing, Dapodik-based asset procurement, asset inventory, and the appointment of regional coordinators. Meanwhile, the inhibiting factors include weak participatory coordination, limited facilities and infrastructure, low synergy between the Education Office and village governments, and the centralization of asset management authority within the South Solok District Education Office.
