Legal and Policy Implementation Analysis in Stunting Reduction in Probolinggo Regency Through Edwards III’s Framework

This paper examines the legal analysis of the implementation of stunting reduction policies in Probolinggo Regency in relation to central government policies. The realization of Indonesia's vision for the golden generation of 2045 necessitates the alignment of policies and programs across the central government, regional governments, and village administrations. The findings of the 2023 Indonesian Health Survey (SKI 2023) indicate that Probolinggo Regency has the greatest prevalence in East Java, which serves as the rationale for the study. The employed study method is normative legal research, utilizing both legislative and conceptual approaches, with data sourced from government papers, scientific journals, and health surveys. The findings of this study demonstrate that policies in Probolinggo Regency have failed to diminish the prevalence of stunting, attributable to the lack of a Regional Action Plan for Accelerating Stunting Reduction, which serves as a guideline and operational standard for policy implementation aimed at stunting reduction. This study seeks to offer recommendations to local governments and stakeholders for the development and revision of more effective policies aligned with the Central Government's efforts to mitigate stunting in Probolinggo Regency.
