Upaya Nonstruktural Penanggulangan Banjir di Kabupaten Konawe Utara

Kabupaten Konawe Utara di Provinsi Sulawesi Tenggara mengalami banjir secara berulang dengan beragam dampak. Tujuan penelitian ini adalah mengidentifikasi upaya nonstruktural yang telah dilakukan pemerintah dalam penanggulangan banjir, dan menganalisis kesesuaian upaya struktural dan nonstruktural tersebut dengan tren paradigmatik peran modern dan peran baru negara/pemerintah. Penelitian menggunakan pendekatan kualitatif. Jenis data yang digunakan dalam penelitian ini terdiri dari data kualitatif dan data kuantitatif. Teknik pengumpulan data yang digunakan terdiri dari wawancara, studi dokumen, dan observasi. Pengolahan/analisis data mengacu kepada prosedur pengolahan data kualitatif model interaktif. Hasil penelitian menunjukkan bahwa pemerintah telah melakukan upaya penanggulangan banjir melalui tindakan-tindakan nonstruktural yang mayoritas berorientasi internal birokrasi. Upaya nonstruktural penanggulangan banjir yang dilakukan pemerintah belum sesuai dengan tren paradigmatik peran modern dan peran baru negara/pemerintah yakni mandating, partnering, dan endorsing.
